LGU Transparency at Work

      Information and Communication Technology(ICT) provides the means for enhancing interaction between Government and its Citizens. It can also foster transparency and accountability in governance. As such, ICT is the main avenue to conform to the principles of transparency and accountability as espoused by His Excellency President Benigno "Noynoy" Aquino III.  In support to the president's advocacy, Sec. Jesse M. Robredo  issued Memorandum Circular (MC) regarding Full Disclosure of Local Budget and Finances, and Bids and Public Offerings.  It was stated in the MC that all Provincial Governors, City Mayors, and Municipal Mayors, are directed to faithfully comply by posting in conspicuous places within public buildings in the Locality, or in print media of community or general circulation, and in their website, the following:      

       1.  CY 2010 Budget 
     2.  Quarterly Statement of Cash Flows 
     3.  CY 2009 Statement of Receipts and Expenditure 
     4.  CY 2010 Trust Fund (PDAF) Utilization 
     5.  CY 2010 Special Education Fund Utilization 
     6.  CY 2010 20% Component of the IRA Utilization 
     7.  CY 2010 Gender and Development Fund Utilization  
     8.  CY 2010 Statement of Debt Service
     9.  Annual Procurement Plan 
     10. Items to Bid 
     11. Bid Results on Civil Works, and Goods and Services 
     12. Abstract of Bids as Calculated

      The MIMAROPA's first Regional Memorandum Circular for 2011  was to support  this administrations  cry for transparency. Regional Memorandum Circular No. 2011-01 entitled "Compliance to Full Disclosure of Local Budget and Finances and Bids and Public Offerings" dated January 11, 2011  advised MIMAROPA LGUs without website  to submit the e-copy in pdf format, the said financial documents to DILG  for posting at DILG website, or email at mimaroparegion@yahoo.com. Likewise, another Circular was issued with No. 2010-17 entitled "Policies, Guidelines and Procedures in Publishing Information in the Website". It was stated in the circular that Local Government Unit (LGU). Spending through PhilGEPS as well as LGU eReports on State Governance and Development and Annual Financial Reports are required to be posted on DILG website under the web section, Transparency at Work.
